The Governor's Strategic Partnership for Economic Development (GSPED) is the reason this cluster exists. In the early 90's, the Governor of Arizona, along with the Legislature, commissioned studies to determine Arizona's economic competitive advantages. About a dozen specific industries were identified. Clusters have been created to foster collaboration between Arizona companies to increase Arizona's overall competitiveness in the national and international marketplace.
